Man charged with wounding 3 in St. Paul shooting, including his girlfriend and man walking his dog

A man is accused of shooting three people, including his girlfriend and her cousin in St. Paul last week. The 64-year old man was out walking his dog with his friend. He then climbed onto a rooftop to escape from police.

The Ramsey County Attorney’s Office charged Jaleel Jaleel-Bey with three counts of second degree assault and felony domestic violence on Friday.

The criminal complaint contains the following information.

Multiple people called the 911 at 9:15 pm on Wednesday night to report gunfire near Cliff and Superior Streets, just off West Seventh Street. Officers discovered three people who had been shot.

A 25-year old woman, Jackson Bey’s girlfriend was injured in her knee, wrist and leg. The girlfriend told me that the 22-year old man was her cousin. He was shot in his foot. A local man was bleeding heavily from his leg, and a leash of a dog was used to tourniquet it.

He said that he was walking with his dog and noticed several people coming out of a house and shouting “in what seemed to be a family argument.” He continued walking and heard “two loud firecrackers” before realizing he had been shot.

Jackson-Bey visited them, according to the girlfriend of Jackson-Bey. She witnessed Jackson-Bey and her sister arguing outside. Jackson-Bey then fired shots at her sister, and the rest the family. She claimed that he fired even though the family fled into the house for safety.

The suspect was reported to have fled. Children’s Minnesota Hospital security reported seeing a man matching Jackson-Bey’s descriptions running near Smith Avenue and Grand Avenue. Jackson-Bey was found hiding behind a fence by officers at the Salvation Army on West Seventh Street near Smith Avenue.

Jackson-Bey appeared to have a gun in his hand and was threatening to shoot himself. He climbed up onto the roof of the Salvation Army. SWAT and negotiators tried to negotiate with Jackson-Bey. Jackson-Bey had a gunshot injury, and officers could see it. He also repeatedly threatened to jump or shoot himself.

About 2:30 am on Thursday, police used “less-lethal munitions” in order to arrest Jackson-Bey. In his pocket was a gun with one live round in its magazine.

He was treated at Regions Hospital after a gunshot injury to his sternum.

Jackson-Bey said to police that his girlfriend slapped and then pushed him away after they had argued. He claimed that his girlfriend’s brother had come out of the house and began shooting. Then he fled. He claimed he returned fire, but did not specify when.

The Hennepin County Attorney’s Office charged Jackson-Bey in March with stalking and threats of violence against the woman who is accused of being shot Wednesday. A warrant for his arrest was issued.

Jackson-Bey’s girlfriend claimed that he had threatened her both in person and via text messages. She claimed he had threatened to kill her and shoot her while she was in her home with her son. He broke the glass on the front door and the screen, and then tried to enter through the window.

Jackson-Bey was found by Minneapolis police in the car. He was told he would be arrested, but he went into the trunk and said he had a gun and was suicidal. Jackson-Bey was on the scene for several hours as SWAT, police and negotiators tried to convince him to leave his vehicle.

Jackson-Bey pleaded guilty to domestic assault in 2021 against the same victim.

In 2015, a number of people claimed that Jackson-Bey had fired three shots into a woman who was associated with his brother. After being convicted of a violent crime, he was found guilty of possessing firearms.
